Balance Valve

The balance valve allows the mechanic to produce a different braking pressure between the front and rear wheels of the car. This is necessary because the rear wheels don't have as much weight on them during the braking action of the car. During braking, most of the weight shifts to the front wheels. If this happens without a proportioning valve, or balance valve acting on the system, the rear brakes tend to lock up, causing a screeching noise while the front brakes are not locked up. The balance valve allows you to decrease pressure to the rear wheels in all situations where the brakes are used the pressure is reduced by the balance valve.
